CAC - Canadian Aceh Consortium

After the tsunami disaster in December 26, 2004, the entire infrastructure in parts of the region of Aceh was completely destroyed. This included government records of land registry for both individuals and businesses in the affected areas.

Land boundaries must be re-established with local community endorsement and long-term support.

After this important step has been completed, the people in the affected areas can start to rebuild their lives, beginning with the re-construction of their houses.

A consortium under the auspices of the Canadian Red Cross has been formed by Canadian and Indonesian companies, to address the issues related to re-establishing the Land Registry system.

This process will involve the following steps:
  1. Environmental assessments
  2. Geotechnical and Physical Infrastructure Analysis
  3. Land Ownership
  4. Land surveying / GIS
  5. Livelihoods
1. Environmental Assessments

PT. Hatfindo Prima, affiliated with Hatfield Consultants Ltd. is responsible for the following tasks:
  1. A Rapid Environmental Assessment.
  2. Environmental Impact Assessment (EIA).
  3. Environmental Management Plan.
2. Geotechnical Assessments

Golder Associates will carry out geotechnical investigations, including soils assessment and slope stability for land slide potential.

3. Land Ownership

PT. McElhanney Indonesia will oversee land ownership registration according to the CDA Manual.

4. Land Surveying / GIS

PT. McElhanney Indonesia and GeoSpatial Inc. will provide surveying services for water, sanitation, drainage and roads.

5. Livelihoods

Whyte Reynolds International Inc. and PT. Indoprima Advisa Management will provide a proactive and sustainable livelihoods support program. This will focus on the re-establishment and continued growth of business in the designated impacted areas.


All the work will be undertaken in close consultation with the community, local administrations, BPN (National Land Agency) and BRR (Aceh and Nias Rehabilitation and Reconstruction Agency) as responsible agencies of the Government of Indonesia.
